Freedom?

Over this weekend I realized how many restrictions do foreigners have in PaP because of security reasons. As I didn't come in the framework of any international organization actually I don't have any rules to follow , only those that I self impose based on the my perception of security. I take at least 3 times a week a moto-taxi and I walk around the IDB and Giant in Petionville. However I would never walk at night as there is not a single light on the streets, I wouldn't walk long distances nor in areas I've never been, and in case I get to drive a car I will always take the main road though the traffic will be awful, but I don't feel safety taking the short cuts on my own. Most foreigners who came to work for an international organization are not allowed to take any form of public transportation (remember all of them are informal), are not allowed to walk at any time of the day and there are certain places and streets they shouldn't pass by. This weekend I got to know riding in a UN car is not allowed for some people as in case of a problem, UN cars are the first to be targeted as the reputation of UN is too low around here. I also got to know people from UN are only allowed to go to one of beaches near PaP. With all these restrictions plus all the inconvenients to get around PaP, I just wonder what kind of freedom does it exist.
 
Este fin de semana me di cuenta de cuantas restricciones tiene los extranjeros en PaP por cuenta de la seguridad. Como yo no vine con ningun organismo internacional, no tengo que seguir ninguna regla, solo aquellas que yo misma me impuesto dada la percepcion de seguridad que me generar los lugares y circunstancias. Por lo menos 3 veces a la semana tomo moto-taxi y a veces suelo caminar por los lados del BID y cerca al super mercado Giant en Petionville. Sin embargo, nunca caminaria por la noche dado que no hay una sola luz en las calles, nunca caminaria distancias largas ni por areas que no conozco, y si alguna vez llego a manejar, siempre tomaria la via principal aun cuando el trafico sea imposible dado que tomar los desvios sola no me genera confianza. La mayoria de los extranjeros que vienen a trabajar para una organizacion internacional tiene prohibido tomar cualquier tipo de transporte público, acuerdense que todos son informales, no pueden caminar por las calles de PaP a ningun hora del dia y hay ciertos lugares y calles por los que no pueden transitar. Este fin de semana me entere que subirse a un carro de Naciones Unidas está prohibido para algunas personas, dado que en caso de cualquier problema, estos serian los primeros en ser blanco de cualquier ataque dada la mala reputacion que Naciones Unidas tiene por estos lados. Tambien me entere que la gente de NU solo tiene permitido ir a una de las playas cerca a PaP. Con todas estas restricciones mas todas las complicaciones que tiene moverse por PaP me pregunto qué tipo de libertad existe.
